Since its inception in October 1996, Rocky Mountain Survivors Center (RMSC) has assisted refugees, asylum seekers and other immigrants in search of permanent status, all who cannot return to their home countries without endangering their lives and the lives of their families. The need for these services persists because torture is still so widespread in the world.

Funding comes through international, national and state grants, and through private contributions. Major funding is provided by the United Nations Voluntary Fund for Victims of Torture, and from the United States Department of Health and Human Services Office of Refugee Resettlement through the Torture Victims Relief Act (TVRA). The TVRA was first passed in 1998 and was reauthorized again in 2004. It is the major source of federal government funding for torture treatment centers in the United States.

RMSC participates, along with the treatment programs in the United States for survivors of torture that are affiliated as the National Consortium of Torture Treatment Programs (NCTTP). The NCTTP supports the development of torture treatment centers and collaboration among centers. It also informs national legislators about the needs of torture survivors to advocate for continued funding for services. Rocky Mountain Survivors Center is also a fully accredited member of the International Rehabilitation Council for Torture Victims (IRCT). This is an international membership organization dedicated to prevention and rehabilitation, and consists of 130 member organizations worldwide.
